I'd think just the opposite, but that's only a gut feel (kinda like gas ).

HP Proliants are standard in my company; we buy them without any OS so that
we can install a standardized version of Windows 2000 and some ancillary
software.

It's likely that any large corp with some flavor of an enterprise agreement
with MS does the same.
