No-one.
It the brilliant management at the top levels that came up with that idea.

I had the NSA camped out on my computer for a bit however they seem 
to have split.
Or gotten better at disguising their snooping.
I'm afraid I am just a bit of a disappointment to them if they
were hunting terrorists.
