You CAN have an all-white school.
You just cannot have it all white and still get Federal Funds.

And most of the all-black Colleges, to get around that, DO accept white
entrants.  Not that many applicants though.  Still, most DO have their
"token honky".  To get Federal funds for a college, it doesn't matter if
you'r 99% black or 99% white, as long as you exclude entrants *solely*
based on academic records, not race, gender, or creed.  If you aren't a
*public* school, and don't accept *Government* funds to get you by, you
can be as discriminating as you like.

As far as I know, only public accommodations like restaurants, hotels,
gas-stations, and the like are *required by law* to serve everybody.
There is a specific list ... I think spelled out in the Civil Rights
act.  It might include colleges; but since there ARE (as you say) Black
Colleges, I don't think they're on the list; not being public
accommodations or public places of sale.  Some colleges are privately
owned; and make their own rules.

Still ... For a long time there were *male* colleges ... and those
eventually got made coed; so perhaps that rule about not discriminating
could work for colleges too.

So ... You CAN go to school at a black college, if you want to.

Only where the population is largely black do they even bother to enter.
So, you might get a black entrant in the Miss America Pageant from
Mississippi, but nowhere north of the Mason Dixon Line.

But that's more by choice than by rule.
It's an entirely different thing when done by LAW.

You aren't forced to make friends with blacks ... and they aren't forced
to make friends with you.
