"Public groups" sounds much like usenet groups or something like
related to the internet. I guess it was meant what part of community are
you in, or how you identify yourself in relation to the known types of our
beloved society.
E.g. - workers, civil servants, students, kids, nouveau riches, boozers,
racketeers, junkies and all that cr*p. :)

Nope, people just compelled to live in one apartment building and the like,
and mostly have nothing to do with each other socially.
