That is still true except the REACT people use the FRS system instead of
the old CB.

Talking aobtu REACT brings up an incident I had with them when I was
with the San Diego county Sheriffs Senior Volunteer Patrol.
Alpint California had a parade and used REACT volunteers to block off
some streets .,I was tole to go up one of the streets to pass o nsoem
keys needed. I drove a Sheriffs car upo the hil land the EACT member
came over shouting this street is Closed and you cannot use it!
I just pointed at the car and said this says I CAN!
