Great.. I will add that to the FAQ.

If you edit that file using edit.com and at the very top add a Ctrl-L
(To enter a control-character into edit.com, you need to press Ctrl-P
first, then the actual control character) and save the file, it will be 
fixed.

Ctrl-L tells EleBBS to clear the screen, if the user currently has their
"Clear Screen" flag enabled.

Or you could force the screen to always be cleared by using the
ANSI sequence:  ESC followed by [2J (without any spaces).
Again to enter the ESC character you need to press Ctrl-P first.
