Perhaps the problem started at the end of the very first 6 years, if the
abundant crop to carry you through the 7th year (which would actually have
to last almost 2 years until harvest time in the 8th) didn't materialize.
The point in Matthew 20 is that he didn't just hand over $20 to idle men,
he offered them compensation if they would do for themselves - those that
sat and waited for a handout even after his offer of work went hungry.
