I fail to see how this amounts to a criticism of the Head Start studies.
Seems more like a criticism of the structure of Head Start.

If I accept this tendency toward a mean then it is more an argument to only
do Head Start on some group of kids if you are going to be able to keep
those kids in their own separate class once they enter regular school. But
if they can't be kept separated then how can Head Start help any?
