The judge in the above must have had some insight into the black
budget requirements of the NSA. These agencies create their own
problems by developing new weapons-systems that are then tested
in some little war somewhere which requires the spending of big
bucks the agencies want to themselves. Now, that is indeed a
paradox. ...If not a paradox, certainly a catch-22.
