The "B" Carrier is the Bell line carrier, in other words the same
company that povides landline service. The "A" carrier is the Alternate
carrier.
When cellular first began, the landline companies were automatically
given the rights to start a cellular network. The rights to start
alternate networks were distributed in a lottery. Many of the landline
companies won the rights to be the "A" Carrier in distant locations, or
else bought or leased the rights from the lottery winner.
Bell Atlantic NYNEX Mobile is the "B" carrier in most of the Northeast,
and also the "A" carrier in Phoneix, Arizona, because they bought a
Cellular One franchise there.
