I don't think that was the attitude of the framers, who distrusted
concentrated power in all of its forms... including power concentrated in
"the people". Checks and balances was intended to not only
protect us from -- say -- the federal government but also from the masses.

What you are recommending, should it ever be enacted, would ultimately
prove suicidal to this Nation. Especially with increasing numbers
apparently willing to allow themselves to be swayed emotionally,
