  Sounds like my civilian boss.  Carolyn is my height, maybe a inch taller.
 Picture Bea Arthur (Maude/Dorothy on Golden Girls), they could be sisters.
 If you are right she'll back you all the way, if you are wrong, head for
the tall grass!  The one thing none of us want to hear is, in a commanding
voice, "Come into my office and shut the door!"  Its like being
called to the principals office, only not as pleasant... :)
  She was once the executive secretary to the chief of police and got her
current position as head of parking when no one else would take it.  (It
had been a police captains job, but none of the lieutenants wanted the job
or promotion due to the headaches.)  The chief still has a saying around
the station: "When I'm not here, Carolyn's in charge. When I am here,
Carolyn's still in charge."    I've heard her and the chief
go around and around about something (dealing with parking, not police
matters) with him coming around to see her POV 99.99 per cent of the time.
