It's available in ZIP and .tar.gz archive formats from the author.
Presumably it was converted to RAR format by somebody else before it was
hatched into the PDNCEE file echo (or wherever).

I recall seeing freeware C source code to decompress RAR archives, for DOS,
Windows, OS/2 and Linux. I don't know if it worked on the Ami though.

Well, a substantial part of the SNIP9510 archive does contain DOS-specific
code (see DOSFUNCS.TXT). Nevertheless, I don't disagree with what you're
saying.
