Part of the reason is to insure that the listed moderator is 
still active.  

There's nothing worse for an Echo than to have the moderator 
disappear and leave it wide open for abuse.  Because of that, 
I now moderate a couple of Echoes that I'm trying to rebuild 
to their former stature.  

It would have been a lot easier if the former moderators at least 
appointed a new moderator when they left.  But, that was not the 
case.  :(
