fgetc() is "portable" to DOS,UNIX,OS2,WIN16 and 32. but is not ISO C
or C++.So while it can run on any(?) platform it can not port to a 
strictly confirming compiler or perhaps to any other compiler but Borland. 
So IMO portable should mean to any compiler.
Or is that what "strictly confirming" stands for ?
