 Lots of non-Germans served in the German army, and lots of them
 were NAZIs. Even POWs held by the Germans were sometimes offered
 the opportunity to fight with the German army, just against
 somegroup that person's background would let them fight against
 anyway. Poles against Russians, for example.

 How about "persecute" 60+ years after the fact? Persecute?

 If he's guilty, his victims are still dead. If he's innocent,
 then it's a miscarriage of justice, just like any other.
