It works something like this.  Network sells time to advertisers.
Network guarantees certain ratings to advertisers.  If the show misses
the ratings, the network rebates part of the price.  So, if the show
is "inexpensive" (polite word for "cheaper than dirt"), they can
charge less, lower the ratings guarantees and still have a good ROI.

My favorite comment on the Universal/NBC "family" came during the 2004
Olympics, when someone here noted that SciFi seemed to be the only
network NOT showing any of it.

"Shh" was the response.
