Lots of Real Estate has been claimed in that manner. However, the problems you mentioned cropped-up. Poor foundations, even with 12 foot pilings buried in the ground for support, still wound-up with cracked or sunken slabs after 20 years or so. Also, heavy rain causes flooding that creeps into some houses, there. Every year, I saw wet carpeting outside of several homes that "got water" as the locals say. It appears they can change carpet in a moment's notice. I can't imagine the mold problems. Yuck!
