Davis' proposal, which will be part of the annual May budget revision to be
released Monday, is aimed at attracting more teachers to California, which
has been struggling with some of the nation's lowest-performing students
and school funding levels well below the national average.

The proposal would cost California roughly three billion dollars over the
next year, and must be approved by the state legislature. But finding the
money would not be difficult -- the governor is expected to announce a
state budget surplus of roughly $10 billion to $14 billion on Monday.

"We're making a value judgment that teaching is the most important
thing you can do for your country in the year 2000," Davis said.
"It's a clear statement that if you teach in California, we're going
to reward you like we reward no other profession."
