Jeff,

Here's a simple question: was every cop who knew what happened in that
bathroom yet failed to turn the perpetrators in prosecuted or even
dismissed from the police force?

If not, then the people responsible were NOT all punished.  Creating a
climate where you won't turn in even the perpetrators of such a
reprehensible act makes you responsible for it happening.
