Obviously, the building they have in mind is an unusual one. The first
storey is very, very high. Maybe the building is on stilts in a
flood-prone area.
Or maybe they're subtracting some constant amount of energy from the
crash figures, being the amount that would be absorbed by
crumple-zones, etc.
Or maybe they actually looked at some corpses of people who died in car
crashes and in falls from buildings, and made an empirical comparison
between them.
