That statement makes no sense.  V.34 is a modulation protocol,
V.42bis is a data compression negotiation protocol.  A V.34 connect
may negotiate data compression using either BTLZ or MNP-5, usually
determined by the type of error correction negotiated:  LAPM error
correction with BTLZ compression, or MNP 2-4 error correction with
MNP-5 compression.  24000 bps is a V.34 speed.

That's not unusual.  V.32bis (14,400 bps) supports V.42 and V.42bis.

If your init string for the two different BBS systems is the same,
then you problem is unlikely to be the init string.
