Actually, it was Maarten who had the solution.  Here's what he wrote:

That's fairly normal really - Apache runs onder another user which does not
have access to your network drive :)

My first idea would be to adjust the Apache service to make it run using the
same user as you are logged on with interactively and set Apache to interact
with the desktop, that might fix the issue.
