First is the program name - binkd followed by its version. The latest version
is 1.1a99 so you look at names beginning with binkd11a99. There are 5 of them.
The version is followed by the compiler used during build process and is it
intended for 64-bit OS or not. So if you have a 64-bit Windows you have the
only option

binkd11a99-msvc10x64-4gb-ipv6-static-perl-zlib-bzlib2.zip

It is built using Microsoft Visual Studio 10 C++ compiler for 64-bit Windows.
If you have Windows 95 or Windows 98 you have the only option of

binkd11a99-msvc-binkd9x-static.zip

The rest of the 3 files are for the 32-bit Windows but they are built using
different compilers: mingw32 is an open source compiler, msvc10 is mentioned
above and msvc denotes msvc 6 I think. You may take whichever you like, I'd
take msvc10
