I ended up writing my own Telnet Server that has semaphore file support.
It will also display the contents of the semaphore file it finds to the
users before it rejects/disconnects them while the semaphore file exists.
I named the Telnet Server NET2BBS, and its very small (around 5k) and
runs as a Win32 Console Mode application.
You can use it as a replacment for "eleserv.exe -telnet" or the older
0.9g1 telserv.exe by editing the NET2BBS.INI and setting it like this:
Command=c:\ele\elebbs.exe -N*N -H*H -XT -B65529 -E10
Or you can have it run a batch file, which can check for errorlevels after
elebbs.exe exits.
NET2BBS is included with the new version of NetFoss 0.9.6 which
