To have WinRadio as a stand-alone receiver would have required a
case, power supply, interface to the computer, etc., that would have added
considerably to the cost.
Whether WinRadio is something you want to buy versus a stand-alone is your
choice. You make choices (and compromises) and then pays your money
for what _best_ suits your interests and budget.
