I had the same problem on a few bases once (and may have now). If I remember 
right, it's because sqpack isn't compatible with Max 3.01 (dos OR os/2). You 
need to run silt with the -2a param to create max 2.xx compatible area.dat 
files. Then sqpack should do it's thing. I don't think there was ever an 
upgrade of Squish that works out of the box with Max 3.xx.
