I left something important off the above Command= line. It should be:

       Command=c:\ele\elebbs.exe -N*N -H*H -XC -XT -B65529 -E10

Both -XC and -XT are needed to allow EleBBS to be running in telnet
mode, without the -XC doors are not able to see the socket.
