 Who is to blame? The person doing the raping.  It doesn't matter where you go.

 How hard is it to just not rape someone? Billions of people manage to do
it every day, no matter how strong their biological urges are.

 "Every other person must have freedom to freely express himself"
is fine.  When that expression starts interfering with others freedoms,
that's where the problems start.

  Punching somoene in the face will interfere with their freedom to live an
assault-free existence.
