Subject: PA-RKBA! Blackpowder going to be licensed?

Got the message listed below and figured I had better ask right now!

Have you heard of any new BATF regulation being implemented which will
require a federal permit (Read that as permission!) or license to purchase
black powder?  I remember back many years ago when you had to sign for
black powder and present ID.  It now looks like they not only want to bring
that back but make it even more restrictive.  This is the first I have
heard of anything like this so I figured I had better ask before I start
writing and maybe give some of those political idiots we elect something
else to try to use to eliminate one more form of shooting sports!

One reason is because apparently after May 24th 2003, according to a sign I
saw in the Log Cabin Shop, there will be a Federal permit required to buy 
real BP, but not the substitutes.  This is the first I've heard of it, and
the lady at the LCS was pretty honked about it; but the sign she had up was
a sure-enough BATF announcement, and looked damned official.  I have a good
bit of BP in store and will buy some more in the next few weeks, because I
don't have any intention of getting such a permit if it can be avoided.
