Looking over log, 
It says
No messages scanned, none packed.

I get this no matter where I put the *.pkt file, in the packets folder or the
queue (even though you said not to place in queue).

When I do place the *.pkt file in the queue folder I get the *.$P2
file and only then.

Does DB need a msg file to work?  I am not seeing one anywhere.
