Actually, it was the fact that there was _NO_ treaty between the U.S. and
he
Cowlitz that held up the issue of the "official" recognition of the Cowlitz.
(That seems to come up in almost every case of "official" recognition. The
fact that the tribe seeking "official recognition" _never_ signed a treaty.
Out here the same issue faces the Chinook. But tribes that _did_ sign
treaties in the 1850s thereby "proving" tribal traditions, generally had a
much easier time re-establishing recognition after termination.
