You're going to get what you want in WPWin7. I put any old box on the
screen and did a right click. Chose Border/Fill. This took me to a
3-layer option. One is Border, one is Fill and one is Advanced. Border
allows you to change the border itself (i.e. switch from super thick
down to dotted). Fill alters the filling inside the box itself. Advanced
off inside/outside spacing, drop shadow (color/width), corner radius and
gradient.
I think this is what you're looking for.
