Only if you want it to be 3D accelerated and/or have all the funky effects
enabled.  And I dare say that's the recommended minimum, not the hard
minimum.

Hmm.. 1600x1200x32 = 17 layers at most on a 128M card.  Most layers won't
be full screen though...

All of them.  AGP can 'borrow' your system memory.
