That's bad phrasing on their part. The ACLU, and its components (like the
Voting Rights Project) don't have standing to file a civil rights action.
They may, at the request of an individual or a group, file the papers on
behalf of the parties harmed.
... now, if you want to get specific,

Someone must claim to be harmed. The "Voting Rights Project"
itself could not be harmed by discriminatory election methodologies.
Put another way, an attorney cannot file a lawsuit just because she doesn't
like something, unless she is the one who is harmed.
