I'm no expert but that area is where budgies deposit excess fat - some
birds will have too much there and I'd guess that some have very little.

Our Budgie has varied green diahorrea, watery droppings and normal
dropping, and for her this is normal.

I can't comment on the seizures but I'm guessing these worry you the most.
Your bird may have a form of epilepsy, which is rarely fatal in humans.

Have you tried the egg yolk and biscuit crumb mixes that are supposed to be
treats for budgies?  High in protein and carbs...  Our lass isn't too
interested in that, as she gets spoilt and hand feed from our plate at
dinner time, but if your budgie enjoys it, the mix might help him lay down
some more fat.  Recipes are on the net for things like that, surely.
