Where are you located?

Call a veterinarian school in your state and ask them if they can recommend
one near you.

What antiboiotic is he being given?

If this vet doesn't know what's wrong, and is just guessing, then for now
try and get the vet to put him on a drop of ciprofloxin twice a day. Odss
are, it's likely to be the best antibiotic for him.

Do whatever you can though to find a vet who's been trained to treat birds.
Regular vets are often useless when it comes to treating birds. They also
don't always take the care of a budgie seriously enough.
