It could be lead  poisoning.  Green-black diahrea is one of the symptoms and
increased urine production is another.  The neurological signs you are
seeing may also be indicative of lead poisoning.  A simple x-ray may tell
you.  My Mitred Conure, Penny, got some lead last summer.  She could not
perch properly and seemed to have little or no strength.  Her stools weren't
different, but there was something definitely wrong.  An x-ray confirmed the
presence of the metal and blood work showed her lead levels at 4.5 times the
allowable concentration.  See if you can get some blood work done to look
for heavy metals and an x-ray.
