Eleserv would not need to run events if it could simply be told to
either shut itself down, or be told to not spawn any nodes
(maybe just display a text file telling users to call back later) for a
period...

For example Eleserve could check if a semephore file exists each
time someone connects, if the file does not exist it spawns elebbs,
if it does exist it simply displays a text file and exits.
