I just came into this thread so I may be off track here, however over the
years I have collected several of the DEVCON (OS/2 Developer Connection) CD
sets released. On Devcon Volume 9, CD 3, I have found this -

        The Developer's Toolkit for OS/2 Warp

Is this what you are looking for? It appears to be set up for Warp 3 (the
time of the release of DEVCON 9, files are dated October 1995). About 75MB,
looks like it would compress to around 35MB.
