We hams use AX.25, a modified version of TCP/IP on 2 meters (144 Mhz) at 14.4K with no problems. You can go faster, but you need to be in the microwave spectrum to get those kinds of speeds reliably. Note that this is simply ancedotal coming from me as I haven't worked much in this area in ham radio yet.
