    If "national standards" are needed for HS students, isn't the AP program 
a poor choice?
    Most HS students don't go on to college immediately after HS and others 
never attend a 4-year college, so there's _no_ incentive for them offered by 
AP-derived credit if they study hard enough.  Others attend colleges with 
such lax academic standards that the student would find it easier to loll his 
way through a regular college course in many freshman courses than to pass an 
AP test...so where's the incentive for them?
