Yes. I've mentioned that Saskatchewan keeps its clocks constant,
year-round. In wintertime, they read the same as Central Time. In
summer, they match those in places in the Mountain Time zone which
have put their clocks ahead for Daylight Savings.
There are other places that do the same. For example, there's a corner
of north-eastern British Columbia, east of the Rockies and more closely
tied, economically etc., to Alberta than to the rest of BC, that uses
Alberta (i.e. Mountain) time in winter, and BC (Pacific) time in
summer. The clocks don't change.
Gas prices are another story...
