It can, I've done it.

Step 1). Zip up (or archiver of your choice) the Windows directory
         tree retaining paths, and put the zip on a partition that
         wont be touched during the install.

Step 2). Install OS/2 _without_ Windows elements, formatting the
         partition HPFS.

Step 3). Unzip the Windows installation saved in step 1) back un the
         partition it came from.

Step 4). Run selective install and select Windows and point it to the
         Windows installed in step 3).
