Not all phones update their internal clocks from the cellphone network.
Most of the CDMA-based phones do as their cell's use GPS as their
timesource; but the GSM phones I have had (based on some form of MSFT
Smartphone/Pocket PC Phone edition) get their time from Activesync.
Suprisingly, HP released a DST update Softpaq, and my phone flipped to DST
correctly. I haven't checked to see if HTC released a fix for my old
Smartphone, but I doubt it.
