There is one. Check out the TZEdit tool, which lets you edit the DST
start/end time for every time zone in the world.  You can even use it to
create your own time zones.

Where MS really caused problems is with pieces like Exchange Server Outlook
Web Access.  As Rich mentioned earlier, it ignores the OS timezone
definitions and uses its own.

That's just stupid.
