I noticed when I was a kid growing up that the foster kids who came to live
with us that had been bounced around a lot were far worse. I recall one in
particular who went out of her way to get pregnant at age 16 because as she
told my father "When the mom of the last house wasn't home the little
kids called me mom and it made me feel important". She said she wanted
a baby and within a few months she had managed to start one. Her boyfriend
immediately broke up with her and her boyfriend's mom told him never to
speak to her again.
Luckily one of the nicest ones to come live with us came from her mother's
care (using the word loosely; mom was a very nervous junky who looked much
older than her real age) and then went to a family that we knew who adopted
her.
