Yep. It was called the "New Deal". As I recall, the TVA was part of the "New
Deal". The alternative to the "New Deal" was continued Depression and
Hoovervilles.

And just what _was_ the average wage when there was a 3 cent stamp? What
_was_ the Social Security benefit at that time? How many people were on
federal welfare? Did Medicare and Medicaid exist at that time?
And just what was the cost to send a letter from St. Joseph, Missouri to
Sacramento, California in 1860? And, don't think for a minute that the
current Postal Service is a tax-supported bureaucracy.
