Here in this part of the States (SW Pennsylvania), neither of the two
primary carriers offer pre-paid cellular, but a few small resellers do.
I've heard their advertising, but I haven't talked to anyone who
actually uses them. The procedure is similar to what you describe.
In some parts of the country, some rental cars and limosines have mobile
phones with a credit card strip reader attached. You can order cellular
service that way on a pay as you go basis.

Caller ID on LANDLINE phones are already in effect. Caller ID on
CELLULAR phones has not. A cell call will come in as "Out Of Area" with
no number.
