   Not true.  OSes follow the standard set by the BIOS and the hardware. =
 Look at the time reported in the BIOS screen when you boot to the BIOS. =
 You can have an OS that fails to follow this convention, like mike =
miller claims that linux/bsd want not to follow, but that doesn't make =
this violation the standard.

   It's not like this would be too difficult to change.  All we need is =
a flag to indicate whether the time is local or UTC or maybe the time =
zone of the time reported by the clock.  Maybe this has been done =
already.  Absent that, if there is time only the PC standard is that the =
time is local time.

conventions".
